CARACAS, Venezuela ? The editor of a Venezuelan weekly newspaper turned himself in to authorities Tuesday while facing an investigation over a front-page photomontage that angered allies of President Hugo Chavez.

The editor of the weekly 6to Poder, Leocenis Garcia, surrendered at a military post in western Zulia state and was turned over to intelligence officials, defense lawyer Pedro Aranguren said.

Authorities had sought Garcia while investigating him on charges of insulting public officials and instigating hatred. Garcia insists he is innocent, Aranguren told the Venezuelan television channel Globovision.

The newspaper recently landed in trouble when it published a photomontage referring to "Chavez's women in power." It depicted the Supreme Court president, the elections chief and four other prominent women officials as cabaret dancers in revealing skirts and high heels.

An accompanying article suggested that various top officials who hold independent offices have become subordinates of Chavez.

Supreme Court President Luisa Estella Morales condemned the image and article as offensive to women and an attack on public institutions. Pro-Chavez lawmakers also strongly criticized the newspaper.

A judge had ordered 6to Poder to temporarily stop publishing on Aug. 20 after it put out the issue. But the court lifted that order Monday, allowing the weekly to resume publishing.

Its director, Dinora Giron, was arrested Aug. 21 and was released two days later. She also faces investigation on criminal charges of insulting public officials, instigating hatred and publicly offending women.

LONDON ? No one has ever been charged in the 1984 murder of policewoman Yvonne Fletcher outside the Libyan Embassy in London but British officials say the fall of Moammar Gadhafi's regime may allow the case to be resolved.

A Foreign Office spokesman says the new Libyan government is committed to cooperating with the inquiry and that the British government is ready to help London police pursue the case inside Libya when conditions allow.

Fletcher was killed when Libyan officials opened fire on a demonstration in 1984. The Libyans inside the embassy were eventually allowed to leave Britain.

British media reports Saturday claimed to identify the shooter based on the results of a confidential new police inquiry. Officials would not comment on the reports.

LOCKERBIE, Scotland (Reuters) ? A Libyan jailed for the 1988 bombing of PanAm flight 103 over Lockerbie and released two years ago should never have walked free, residents of the Scottish town said on Friday.

Former Libyan intelligence agent Abdel Basset al-Megrahi, the only person convicted for the attack, has now gone missing in Libya, where rebels have overthrown Muammar Gaddafi.

Scottish officials, who released Megrahi on health grounds, said on Thursday they were seeking help from rebel leaders to restore contact with the bomber lost in the "dust of battle."

Megrahi's release and return to Libya infuriated many U.S. politicians and relatives of the 189 American victims, who are now demanding his extradition to the United States. His return to a hero's welcome in Libya embarrassed the British government.

The bomber had been diagnosed with prostate cancer and, when he was freed in 2009, given just three months to live.

"He should never have been released, but there is no point bringing him back," said 66-year-old Sheila Tennant, a retired office worker who has lived in the same house near the Lockerbie Garden of Remembrance for the past 47 years.

Her husband helped staff the makeshift mortuary set up after the airliner crashed into the town of 4,000, killing 11 people on the ground. Her daughter was a civilian in the police force, seeing the names and ages of the dead come through the office.

Tennant said she was not in favor of Megrahi being extradited to the United States: "What's the point? It's done. Life goes on. It's two years now."

Megrahi was convicted in 2001 of playing a "significant part in planning and perpetrating" the bombing. In a special court which sat in the Netherlands, Scottish judges sentenced Megrahi to life in prison with a minimum jail term of 27 years.

Britain's Deputy Prime Minister Nick Clegg has said he would like to see Megrahi back in jail. Prime Minister David Cameron, who took office in May 2010, has called the release a mistake.

However, Scotland has responsibility for its own legal system following devolution in 1999.

"DODGY" RELEASE

As part of the terms of his release, Megrahi was required to submit regular medical reports and check in by telephone to Scottish authorities. He was last in touch with them on August 8.

"I think his release was dodgy -- they should have left him in Scotland to do his time," Sara Lawson, 87, who still lives in the road where a falling wing of the plane and its fuselage demolished her neighbors' homes, told Reuters.

But she said it was too late to bring him back. "The man is old. What can it do?" she said, leaning on a walking stick.\

"He looked like a sick person when he got on the plane (to return to Libya). You would not know he was going to live two years. The end of the Gaddafi regime doesn't change anything."

The houses in her small crescent street have been rebuilt and a small garden with a memorial plaque stands in a corner.

Lawson recalled the "groan" of the plane as it came down that winter's night.

"I was watching TV -- the Muppets were on -- when the whole house shook. Somebody came to the door and said to get out because they were afraid of a gas leak blowing up the house.

"Sometimes I do not think about it, but there is always something to remind you. It was horrendous. You always think there is somebody worse off than yourself, but there weren't that many that night."

Others thought Megrahi should be returned to jail.

"I'd like to see him brought back to Scotland. He shouldn't have been released. I have an open mind on whether it should be Scotland or America, so long as he goes back to jail," said Ian Wilson, 62, a retired contract manager who was not living in Lockerbie in 1988. "He did not serve his time. Life is life."

Peter Shields, 70, a retired sales manager, said: "I think he should die in jail, the way the innocent people suffered."

A Lockerbie couple, who did not want to be named, said parts of the plane had damaged their house.

"You could hear a roar, a spinning, the engines were still going, still throbbing," one of them said.

"It was raining outside, cold and dark. You could feel the crunch as you stepped on bits of the plane... Houses were on fire and there was a huge crater. One house looked just like a children's painting with flames shooting out of the roof."

MANAGUA, Nicaragua ? A former Nicaraguan official said Friday that the country's Sandinista government was behind the bomb that killed three journalists and four rebels at a 1984 news conference in neighboring Costa Rica.

While the bombing had once been blamed on the U.S. Central Intelligence Agency, reports began surfacing in the 1990s that it had been part of a plot by the Sandinista government to kill Contra rebel leader Eden Pastora, who survived and still lives.

Luis Carrion, who served as assistant interior minister in the Sandinista government in the 1980s, told The Associated Press that his department arranged the bombing in attempt to kill Pastora, who was giving the conference.

"I can confirm it," Carrion said.

The Sandinista government fought a 10-year war with U.S.-backed Contra rebels in Nicaragua. The Sandinistas were unseated in 1990 elections that ended the war, but then-president Daniel Ortega returned to the presidency in 2006.

Two Costa Ricans, four Nicaraguan rebels and U.S. journalist Linda Frazier were killed and more than 20 other people were wounded in the attack at the village of La Penca, near the Nicaraguan border.

Costa Rican authorities said at the time that they suspected the bomb was planted by a Danish journalist named Per Anker Hansen in a CIA plot to kill Pastora. The bomb went off in Hansen's camera case.

Pastora, then known as Commander Zero, defected from Sandinista ranks and started a Contra rebel group. But his group refused to cooperate with other Contra organizations.

The man identified as Hansen disappeared from a San Jose hospital where he was recovering from wounds.

He is now believed to have been Vital Gaguine, a leftist Argentine guerrilla who was hired by the Sandinistas to kill Pastora. Gaguine reportedly died Jan. 23, 1989, during a rebel attack on a military barracks in Buenos Aires, the Argentine capital.

NEW YORK (AP) ? The sexual assault charges that cost Dominique Strauss-Kahn his job as head of the International Monetary Fund likely will be dropped by prosecutors, a person familiar with the case said.

The likely developments would bring a formal end to the case at Strauss-Kahn's next court date on Tuesday, when prosecutors may ask a judge to dismiss the charges and might elaborate on their reasoning.

The Manhattan district attorney's office probably will tell Strauss-Kahn's accuser Monday that it won't pursue the case, both because prosecutors don't have evidence proving a forced sexual encounter and because she has a history of lies and inconsistencies that make it impossible to ask a jury to believe her, the person said. The person spoke Sunday on the condition of anonymity to discuss matters not yet made public.

The case upended French politics before it was riven by questions about his accuser's credibility. It captured international attention as a seeming cauldron of sex, violence, power and politics: A promising French presidential contender, known in his homeland as "the Great Seducer," accused of a brutal and contemptuous attack on an African immigrant who came to clean his plush hotel suite.

The stakes were high for both Strauss-Kahn ? who resigned his IMF post, spent nearly a week behind bars and then spent possibly hundreds of thousands of dollars on house arrest ? and for DA Cyrus R. Vance Jr., who was handling the biggest case he has had during his 18 months in office.

One of Strauss-Kahn's lawyers, Benjamin Brafman, didn't immediately respond to an email message Sunday, after the New York Post first reported prosecutors' likely decision to drop the case. The DA's office declined to comment.

The hotel maid's lawyer had predicted prosecutors would tell her Monday they were dropping the case. The attorney, Kenneth Thompson, told France's RTL radio on Sunday that the woman, Nafissatou Diallo, "feels abandoned by the Manhattan District Attorney." The questions raised about her credibility have made her feel "that she's being investigated more than Strauss-Kahn," he said.

Then considered a promising Socialist candidate for the French presidency, Strauss-Kahn, 62, was arrested in May. Diallo, 32, said the diplomat chased her down and forced her to perform oral sex when she arrived to clean his plush suite at the Sofitel hotel.

Strauss-Kahn denied the allegations. Brafman and fellow Strauss-Kahn lawyer William W. Taylor III have said anything that happened wasn't forced. Thompson calls that "utter nonsense."

Like many sexual assault cases, in which the accused and accuser are often the only eyewitnesses, the Strauss-Kahn case has hinged heavily on the woman's believability.

Early on, prosecutors stressed that Diallo had provided "a compelling and unwavering story" replete with "very powerful details" and buttressed by forensic evidence; his semen was found on her uniform. The police commissioner said seasoned detectives had found her credible.

But then prosecutors said July 1 they'd found the maid had told them a series of troubling falsehoods, including a persuasive but phony account of having been gang-raped in her native Guinea. She said she was echoing a story she'd told to enhance her 2003 application for political asylum. She told interviewers she was raped in her homeland under other circumstances and embellished it to get herself and her 15-year-old daughter a chance at a better life in the U.S.

She also wasn't consistent about what she did after her encounter with Strauss-Kahn, telling a grand jury she had hovered in a hallway when she actually returned to his and another room before consulting her boss, prosecutors said. She said the alleged discrepancy was a misunderstanding.

Furthermore, she had alluded to Strauss-Kahn's wealth in a recorded phone conversation with a jailed friend, and her bank account had been a repository for tens of thousands of dollars she couldn't explain, a law enforcement official has said.

She said the jailed man had used the bank account without telling her. As for the phone call, her lawyer, Kenneth Thompson, said she mentioned Strauss-Kahn's money only to say that her alleged attacker was influential.

Overall, Diallo said she had made some mistakes, but they shouldn't dissuade prosecutors from pressing ahead with the case.

Meanwhile, she sued Strauss-Kahn Aug. 8, seeking unspecified damages and promising to air other allegations that Strauss-Kahn accosted and attacked women in other locales.

His lawyers called her suit a meritless claim that proved she was out for money. Diallo said she was standing up for herself and other women.

"What happened to me, I don't want it to happen to any other woman, because this is just too much for me," she said during a July 28 appearance at a Brooklyn Christian center.

After saying last month that questions about her credibility had weakened the criminal case, prosecutors found themselves in a standoff with their key witness as the public dissected their handling of the case.

Even among legal experts, there's been a divide about what the DA should do. To some, the combination of maid Diallo's damaged credibility and her lawsuit were too high a hurdle for prosecutors to keep the case going.

But others saw reasons for prosecutors to press ahead.

The DA's office has said prosecutors did the right thing "at every step of the way": first by pursuing what they saw as a credible allegation, supported by DNA evidence, and then by promptly disclosing the doubts they had developed.

In Europe, the case has stirred questions about Strauss-Kahn's dealings with women, soul-searching about what some see as a political culture of masculine privilege, and a fresh criminal complaint from French novelist Tristane Banon, who says Strauss-Kahn tried to rape her in 2002. His lawyers have called her account "imaginary." French authorities have been investigating it, and New York prosecutors met at one point with Banon's lawyer.

The Associated Press generally doesn't name people who report being sexually assaulted unless they agree to be identified or publicly identify themselves, as Diallo and Banon have done.

I've been rping for some time now, but I feel like a low-level roleplayer.

I'm not sure what I need. I know usually practicing in different roleplays and such is supposed to help, but the roleplays I become interested in either die before they start, or I'm around other roleplayers that are, obviously, a lot better at what they do, and I feel intimidated because I know I wouldn't be able to live up to it - at least not with the level of skill I have right now. I want to be at that level, but I don't know if I can learn how to do it on my own.

Terminate the Small Business Administration | The Examiner | Op ...

There's plenty of talk about cutting the federal budget these days in Washington. And there's lots of fighting over the size of the federal government. But there has been relatively little discussion about the scope of Uncle Sam's activities.

That's unfortunate because our ailing economy is still struggling to recover from a recession that had Washington's manipulating fingerprints all over it.

Not content with the damage they've already done, politicians in Washington continue to entrust stale bureaucracies with the job of righting the economic ship instead of getting the federal government out of the way.

One of those bureaucracies is the Small Business Administration, which has been employed by Congress and President Obama to reignite private-sector lending.

The SBA does this by guaranteeing loans issued by private lenders for up to 85 percent of losses in the event that loan recipients default. As a result of the guarantee, lenders are more willing to lend money to riskier applicants because the SBA -- and thus taxpayers -- is ultimately responsible for the bulk of any losses.

Never mind that surveys of small-businesses owners consistently show that taxes and regulations are their biggest problems while financing polls in the single digits. Instead, the politicians' faith rests with agencies like the SBA, which was signed into law against President Eisenhower's better judgment because he wanted to counter criticisms that Republicans were beholden to "big business." (How'd that work out?)

Federal subsidies to small businesses didn't make sense in the 1950s and it doesn't make sense today. However, the SBA's defenders argue that market-driven lending denies credit to worthy small businesses, and so the government must correct this alleged "market failure."

Except that there isn't any "market failure." Capital markets have developed effective private solutions such as credit scoring to overcome the asymmetry of information between lenders and borrowers.

Besides, small businesses with sound business plans and solid prospects should be able to raise debt and equity capital through private means. If a small business has shaky finances and questionable prospects, it should be denied private capital as a bad business risk.

Indeed, the large failure rates on loans backed by the SBA illustrate that the government's credit market interventions do a poor job allocating capital.

Fortunately, the SBA's presence in the credit markets is largely irrelevant. The Government Accountability Office has calculated that SBA loans only account for a little more than 1 percent of total small-business loans outstanding.

Moreover, the industries that receive the most SBA loans are characterized by a large number of firms and robust competition. That means that the vast majority of restaurants, beauty salons, gas stations, and other businesses meet their credit needs in the market without SBA subsidies.

The SBA's loan guarantees benefit a small number of favored businesses for no good economic reason. But politically, SBA programs benefit a powerful special interest group: the banking industry.

Indeed, the top 10 lenders out of 2,600 total lenders accounted for close to one-quarter of the SBA's loan volume in 2009. Included in the top 10 are large banks like Wells Fargo, J.P. Morgan Chase, and U.S. Bancorp.

Although lawmakers portray the SBA loans as a boost for small businesses, they're actually a form of corporate welfare for some of America's largest banks. The banks reap profits from the program, but taxpayers are liable for the losses.

Alas, the SBA retains political support because it is a tool for policymakers to signal their support of small businesses, even though its lending programs benefit a relatively tiny number of businesses at the expense of taxpayers.

At the same time, SBA supporters have cultivated a myth that being against the agency is equivalent to being against small businesses. In reality, the great majority of American small businesses have thrived without government subsidies. It's time to ax the SBA.
