HSE Management Components
Health, Safety and Environmental management must be part of the engineering profession in a country with the aim of
or fiduciary duty
or economic reasons and
or legal reasons.

HSE Management should then consider five main stages:
* Specifications
* Design and construction
* Installation and commissioning
* Operation and Maintenance
* Changes after commissioning.
* Compliancerequires four essential elements:
* Identification of safety functions required for safe stopping
* Assign an integrity level (SIL) for each safety function
* The use of life cycle design and safety for the
* Check the achieved SIL for each safety function.

3.0 Code of Practice ENGINEERING
The Code of Practice the technique takes into account the following:
* Public safety: a priority for the safety and welfare ofthe community and in the light of this principle in the valuation of liabilities, employers, customers and colleagues.
* Risk management: take reasonable steps to minimize the risk of loss of life, injury or suffering.
* Web at work and construction: Minimize potential hazards in the design and manufacture of products and engineering processes involved.
* Public / Community Wellness
* Communication
* Conflicts of interest
* Confidentiality

9.0 HSE MANAGEMENT OF SUSTAINABILITY
This is about the long-term survival of humanity. It recognizes that decisionsmade today need to both current and foreseeable future of the people who make effective decisions about their quality of life allow.

Libya a long way from democracy: Canada's Baird (AFP)

OTTAWA (AFP) ? Libya faces a long transition from dictatorship to democracy or "from Kadhafi to Thomas Jefferson," Canada's top diplomat said Monday after meeting with Libyan rebels in Benghazi.

"The National Transitional Council represents the best hope for the future of Libya," Canadian Foreign Affairs Minister John Baird told journalists in a conference call after meeting with Libya's rebel National Transitional Council.

"I think we have to be realistic," he added. "We're not going to move from Kadhafi to Thomas Jefferson (the principal author of America's Declaration of Independence and third US president) overnight.

"But certainly on the fact-finding mission today I saw a lot of good people that can make a positive difference for the future of Libya.

"The one thing I can say categorically is that they can't be any worse than Colonel Kadhafi."

On his first major visit as foreign minister, Baird earlier vowed to be a "strong friend" to Libya as he met rebel leaders.

He said he had been "incredibly moved by the courage, the determination" of those fighting against Moamer Kadhafi.

Canada had already recognized Libya's National Transitional Council before Baird's visit, which came as NATO allies marked the 100th day of their bombing campaign in the country.

Ottawa has contributed six F-18 fighter planes and a frigate and the NATO mission is led by a Canadian.

During the trip, which was unannounced, Baird welcomed the NTC's vision for the country and said that "Canada wants to be a part of that important transition."

Baird became Canadian foreign minister in May, tapped by returning Prime Minister Stephen Harper.

Luxury Real Estate Marketing: The Heart of a Champion

If you want to become the dominate luxury real estate marketing team in your marketplace or niche therein, you and your team must have the heart of a champion. This post is dedicated to a true champion, Dirk Nowitzki and the entire 2011 World Champion Dallas Mavericks team and franchise.

Why Branding Is a Luxury for Small Businesses

So many of my company?s clients want to brand themselves?to be known in a sea of competitors as the best. And while this is certainly possible, it takes deep pockets and lots of time ? something most small businesses don?t have.

And so I say that branding is a luxury.

What I mean by this is that there are many other things that will bring in sales more quickly than branding. I define branding as anything done to make your company stand out in a sea of?non-differentiated?brands, and that includes everything from your logo to sponsoring events locally and nationally.

So Coca-Cola stands out as superior because its name is affiliated with the Olympics. Petco stands out because its name is on a stadium in San Diego. But people don?t see these brands? names and go out to buy their products. There?s not a direct correlation between branding and sales. (Feel free to argue with me on this point; I know some of you will!)

The actions you should be taking before you get to branding include:

  • Making sure your product fits the market you intend it for
  • Sales efforts directed at your target audience
  • Promotions that reflect what your customers want
  • Advertising in targeted publications
  • Public relations: getting coverage in local and national media, as well as blogs
  • Social media, supporting the above efforts

Many small businesses tend to try to?mimic?the branding efforts of large corporations, and it?s simply not possible. There are different blueprints for each. Small businesses should focus on intimately knowing their target audience and communicating with them in a meaningful way. They should draw customers in with sales and promotions, then work to build loyal customers through trust and communication.

Branding is the icing on the cake; it?s what comes after you?ve successfully mastered the product and sales formula, and want to move forward to further establish recognition of your brand?s name.

So if you?re a small business, work on reaching more of your target audience through the channels above. Then laser in on them and build trust. Branding can wait.

American to offer Galaxy Tab 10.1 to premium class passengers

American Airlines will deploy 6,000 new Galaxy Tab 10.1 tablets onboard some of its international and transcontinental flights in business and first class later this year.

The move marks the first time an airline in North America has offered a branded tablet onboard an aircraft to provide in-flight entertainment, American officials said.

American didn?t reveal the maker of its current personal entertainment device used on its planes, which will be replaced with the Galaxy Tab 10.1 on certain flights.

The Galaxy Tab 10.1 is Wi-Fi enabled and is the slimmest on the market at 8.6 mm (about a third of an inch). It runs the Android 3.1 mobile operating system. It is on sale only at the Best Buy Union Square location in New York City and will be sold nationwide starting Friday, Samsung said. It comes in two Wi-Fi versions: a 16GB model for $499 and a 32GB model for $599.

Customers will be able to use the devices to purchase wireless service on American?s planes equipped with Wi-Fi to check e-mail and browse the Internet, among other functions.

American and Samsung are working on which specific features it will offer without the need for Wi-Fi, such as movies, TV shows and games, a Samsung spokeswoman said. Samsung plans to customize the tablets for in-flight entertainment needs, including expanding the memory allotment, she said. A specific amount has not been determined.

Almussafes tambi?n fabricar? el Ford Kuga en sus dos futuras versiones

Ahora que la tercera generaci?n del Ford Focus est? a punto de despedirse de la planta valenciana de Almussafes, era una inc?gnita saber cuales eran los planes de Ford para la encargada de fabricar a nivel mundial el ?ltimo modelo de la casa, el Ford C-MAX. Hoy se ha sabido que el Ford Kuga tambi?n se fabricar? en la planta valenciana y su anuncio se har? p?blico en una semana.

Para la producci?n del nuevo SUV de Ford, que llegar? con una nueva generaci?n en 2012 probablemente muy inspirada en el Ford Vertrek Concept y con dos variantes diferentes (sin especificar), no har? falta adaptar la factor?a de Almussafes puesto que la plataforma del pr?ximo Ford Kuga ser? la misma que comparten el nuevo Ford C-MAX y el Ford Focus de tercera generaci?n.

Esto implica que las reformas necesarias para la adaptaci?n de la planta de Almussafes no sean de la misma envergadura que si se tuviese que adaptar una planta a un nuevo modelo. Habr? que adaptar ciertos procesos (de producci?n de motores por ejemplo) pero lo que se podr?a decir ?lo gordo? ya se ha hecho para la producci?n del Ford C-MAX.

Por lo que se ha podido saber, el inicio de la producci?n no ser? hasta el segundo semestre de 2012, por lo que no es de extra?ar que veamos la nueva generaci?n del Ford Kuga en el Sal?n de Ginebra o incluso antes, este mismo mes de septiembre en el Sal?n de Frankfurt. Seniors face Medicare cost barrier for cancer meds (AP)

WASHINGTON ? Chemotherapy is now available in a pill, but if you have Medicare, you may not be able to afford it.

That's what happened to Rita Moore when she took her prescription for a medication to treat kidney cancer to her local drugstore. She was stunned when the pharmacist told her a month's supply of the pills would cost $2,400, more than she makes.

Medicare prescription plans that cover seniors like Moore are allowed to charge steep copayments for the latest cancer drugs, which can cost tens of thousands of dollars a year. About 1 in 6 beneficiaries are not filling their prescriptions, according to recent research that suggests a worrisome trend.

Officials at Medicare say they're not sure what happens to those patients ? whether they get less expensive older drugs that sometimes work as well, or they just give up. Traditionally, chemotherapy has been administered intravenously at a clinic or doctor's office. Pills are a relatively new option that may represent the future of cancer care.

Moore, 65, was operated on in February for an advanced form of kidney cancer. As she faced a life-and-death struggle, both her cancer and kidney specialists agreed a drug called Sutent offered the best chance. It's a capsule you can take at home.

But Moore was unprepared for what happened when she went to fill her prescription.

"I cried," said Moore, who lives in the small central California town of Corcoran. "What can you do when the only thing out there that can maybe give you some quality of life is unaffordable? I was devastated. I didn't know what to do."

Private insurance companies that deliver the Medicare prescription benefit say the problem is that drug makers charge too much for the medications, some of which were developed from taxpayer-funded research. The pharmaceutical industry faults insurers, saying copayments on drugs are higher than cost-sharing for other medical services, such as hospital care.

Some experts blame the design of the Medicare prescription benefit itself, because it allows insurers to put expensive drugs on a so-called "specialty tier" with copayments equivalent to 25 percent or more of the cost of the medication.

Drugs for multiple sclerosis, rheumatoid arthritis and hepatitis C also wind up on specialty tiers, along with the new anti-cancer pills. Medicare supplemental insurance ? Medigap ? doesn't cover those copayments.

"This is a benefit design issue," said Dan Mendelson, president of Avalere Health, a research firm that collaborated in a recent medical journal study on the consequences of high copayments for the new cancer drugs.

Cost-sharing should only be used to deter wasteful treatment, he explained. "It is hard to make the argument that someone who has been prescribed an oral cancer medication doesn't need the drug," added Mendelson.

The study last month in the Journal of Oncology Practice found that nearly 16 percent of Medicare beneficiaries did not fill an initial prescription for pills to treat cancer, a significantly higher proportion than the 9 percent of people with private insurance who did not follow through.

Forty-six percent of Medicare beneficiaries faced copayments of more than $500, as compared to only 11 percent of patients with private insurance. Among people of all ages, 1 in 4 who faced a copayment over $500 did not fill their prescriptions. Cancer is more prevalent among older people.

"Obviously, we're leaving a lot of folks off the bus, standing at the curb, if they can't afford the medications," said Dr. Lowell Schnipper, who chairs the American Society of Clinical Oncology's task force on the cost of cancer care. It advises doctors to discuss costs with patients up front, to avoid surprises.

Medicare officials say there are currently no plans to rework the design of the prescription benefit.

But "nobody is more concerned about access than we are," said Dr. Jeff Kelman, Medicare's chief medical officer.

For many seniors, the situation is not as bleak as what Moore encountered, Kelman suggested. For example, the prescription plan is designed so beneficiaries who are poor or near poverty face only token copays. For the rest, President Barack Obama's health care law gradually closes the coverage gap known as the "doughnut hole." This year, the new law provides a 50 percent discount on brand name drugs for those in the gap.

The gap starts after Medicare recipients and their insurance plan have spent $2,840 on medications. After that, seniors are responsible for roughly the next $3,600. Once total spending reaches about $6,440, Medicare's catastrophic coverage kicks in and beneficiaries pay only a small amount.

Yet the health care law could be struck down by the courts or repealed if Republicans win the White House and Congress next year. Even if the law stands, assistance after seniors end up in the gap doesn't take away the initial shock at the pharmacy counter.

"The underlying problem is with the basic structure," said Joe Baker, president of the Medicare Rights Center, a New-York based advocacy group.

One solution would involve requiring drug plans to lower copayments for cancer pills. But the trade-off is likely to be an increase in premiums for all beneficiaries.

Rita Moore had to try to find her own way out of the dilemma.

She decided to apply to Pfizer's prescription assistance program for patients who can't afford Sutent and other drugs the company makes. Pfizer approved a year's worth of free medication, but it took about two months to collect and review all the medical and financial paperwork.

"They were very helpful, but it wasn't a fast process," said Moore, who is still working as the manager of an apartment building for seniors. In the meantime, she wasn't being treated. The cancer spread and is now close to her spine and her body's main artery.

"This is kind of strange," said Moore. "After you've worked all your life, you get something catastrophic and you run into news like your drugs are going to cost $2,400."
